RichWin 4.2+ does not work with Windows 98. To edit chinese, you need to have RichWin 97 (build 9709 or later) or other Windows 98 compatible chinese enabler.

RichWin97 is available in K:\setup\Richwin.97 (i.e. \\ustms7\ustw95) of staff setup.
